 Purpose

The Library & Learning Innovation Development Program provides intensive development support and stipend funding for faculty who are developing new online or hybrid courses or making significant revisions to existing courses. The purpose of this program is to advance and align our instructional program with Guided Pathways, fill curricular gaps in online learning, improve course quality, and reduce equity gaps using research-based learning design and Open Education initiatives.

 Eligibility & Compensation

All TCC professors are eligible for this program, regardless of employment classification. In order to support institutional priorities around faculty development and equity, diversity, and inclusion, part-time faculty and faculty from historically marginalized populations are encouraged to participate.

The following projects are eligible for Learning Innovation Development Funding. Faculty stipends are paid at the professional services hourly rate as shown in section 4.81(b) of the Faculty Negotiated Agreement Links to an external site. ($44.00 per hour).

Developing a new online/hybrid course Up to 20 hours per credit
Developing significant revisions to an existing online/hybrid course Up to 10 hours per credit
Creating an openly-licensed textbook or lab manual Up to 10 hours per credit
Incorporating Open Educational Resources (OER) in a new or existing course Up to 5 hours per credit
Creating an Open Pedagogy course or project Up to 5 hours per credit
Incorporating Universal Design for Learning (UDL) in a new or existing course Up to 5 hours per credit

To qualify for Library & Learning Innovation Development Funding, projects must have a clear rationale, fill a curricular gap, and align with the strategic priorities and equity goals of the College. Projects with available funding from an alternate source (e.g. new program funding, external grants, faculty release time) are ineligible for Library & Learning Innovation funds. However, they still may qualify for department support. Department chairs and division deans will work with faculty to determine the most appropriate funding source for a project.

 Application & Approval

In order to support strategic course development across the curriculum, major project funding will be equally allocated across academic divisions. The Learning Innovation Department will share annual funding reports with the campus community in order to support an equitable and transparent process.

Application Process

  1. Get chair and dean approval: All development projects should begin with a conversation between faculty developers, their department chair, and division dean to determine the most appropriate funding source. Learning Innovation funded projects require both chair and dean approval.

Approval Process

Project applications are evaluated and approved on a rolling basis. Our goal is to respond to new project requests as they are approved for development throughout the academic year.

  1. The Learning Innovation Development Team evaluates applications using the Learning Innovation Development Funding Rubric Links to an external site.
  2. The D-Team (deans and directors) approves and prioritizes evaluated applications
  3. The LI Development Team notifies faculty developers of their approval status
  4. The LI Development Team schedules project kickoff meeting with faculty developers

 Requirements & Deliverables

 Academic Freedom Statement

Academic Freedom is a core value of Library & Learning Innovation. We strongly adhere to the practices and principles described in section 8.10 of the Faculty Negotiated Agreement Links to an external site.. We do not restrict or evaluate the learning content of courses, and professors are free to teach using whatever instructional methods work best for their students. Our Development Team works in partnership with professors to support their pedagogical preferences, while meeting our legal and statutory obligations to students.

The Essential Standards outlined in the TCC Course Design Checklist Links to an external site. are primarily concerned with course design. This process places no unusual restrictions on course delivery. Professors are free to select their own instructional methods, materials, and assessment strategies. All standards related to accessibility, course design, student engagement, and copyright are based on Federal and State regulation and guidance, NWCCU accreditation standards, and TCC policy.

Participation in the Learning Innovation Development Program is voluntary. Completion of this program is not a prerequisite for a course to run. Deliverables and evaluative criteria are transparent in the application process and mutually agreed upon during the project kickoff meeting. Professors with objections to program rigor or project completion criteria should work with their department chair and division dean to identify an alternative source of course funding.

Project Kickoff

Faculty developers meet with an L&LI team comprising faculty librarians, instructional designers, and media support staff. This is an opportunity for faculty developers to share their goals and vision for their project, ask questions, communicate expected needs, and brainstorm with the development team. Additional meeting goals are as follows:

  • Discuss available development support
  • Explain project deliverables
  • Review project evaluation documents
  • Finalize project completion date

Project Check-Ins

Occasional project check-ins will ensure faculty developers feel supported and on track to complete their project by the agreed-upon date. Developers can request a check-in at any point in the development process. Our team will also reach out at regular intervals to offer support and guidance.

Project Completion

LI development funding is contingent on the following completion criteria. The successful completion of these criteria will initiate the project closeout and final payment process. The development team is available to help you complete all required deliverables for project closeout.

  1. Course Design Checklist

All LI funded course development projects must meet 80 percent of the Essential Standards outlined in the TCC Course Design Checklist Links to an external site.. These are research based indicators for high-quality online course design. Instructional designers and our support staff will help developers identify and remediate gaps in the checklist. Developers are encouraged to review the checklist, before project commencement, and discuss and questions or concerns about the indicators with the Development Team.

  1. Accessibility Review

The essential accessibility standards are outlined in Section 4.4 of the TCC Course Design Checklist Links to an external site.. While this is, technically, part of the overall course evaluation, it is frequently the sticking point that delays project completion. Our Online Learning Support Team can provide support and instruction for accessibility tools like Blackboard Ally. If you have questions about course accessibility, please reach out to the LI Dev team at your earliest convenience.

  1. Creative Commons Agreement, Copyright, Attribution, and Licensing

The essential copyright standards are outlined in Section 4.3 of the TCC Course Design Checklist Links to an external site.. While these standards are already part of the overall course evaluation, being aware of and implementing copyright and attribution standards from the beginning are critical to a project's successful completion. Our OER Librarian can provide support and instruction regarding proper use and attribution of course materials, and has created a "Review Checklist and Examples for Usage of Copyrighted, OER, and Library Material in Online Course Development Links to an external site." document for faculty developers.

TCC will retain a copy of all projects funded by the Learning Innovation Development Stipend, and all original content developed by faculty for these funded projects will be licensed under a Creative Commons Attribution 4.0 International license Links to an external site. (CC-BY). Faculty developers retain the primary claim of ownership to their intellectual property and may further use and license developed materials at will.

Our OER Librarian will review courses for proper CC attribution and copyright compliance. Samples and suggested language for proper self-attribution for original content will also be provided for inclusion in your course, OER text, or project.

  1. Development Deadline

All LI funded course development projects are time-bound. In order to receive the full LI Development Stipend, project work must wrap by the agreed-upon deadline. If you anticipate difficulty meeting the development deadline, please reach out to the LI Dev Team as soon as possible to re-evaluate the scope of work and completion date.

 Development Support

Instructional Design Support

TCC's instructional designers are available to assist course developers with every phase of your project planning and development, from structuring and outlining course content to providing ideas and consultation support for delivery. They provide guidance and consultation services to increase the quality, consistency, engagement, accessibility, and cultural responsiveness of your online, hybrid, and web-enhanced courses. The instructional designers will also perform the required course evaluations for project completion.

Technical & Online Learning Support 

Our online learning support staff can provide technical training for Canvas and Learning Innovation supported software. They also provide accessibility and document remediation support and training. If you experience technical problems while developing your course, our OLS team is available to help.

OER Librarian

Our OER Librarian can provide support and instruction in helping find openly licensed materials for use or adaptation in course development projects, as well as provide support regarding the proper use and attribution of course materials, for both original and adapted content. Our OER Librarian is also available to collaborate on open pedagogy projects and OER instruction for students.

Our OER Librarian will review courses for proper CC attribution and copyright compliance. If you experience complications regarding OER or copyright while developing your course, your OER librarian is available to help at oer@tacomacc.edu.

Subject Liaison Librarians

Our Subject Liaison Librarians can provide support and instruction in helping find library materials for use in course development projects. Multimedia Services

Our Multimedia Studio team assists will all aspects of multimedia course content. They help developers plan, create, edit, and caption videos. They can also help create audio content and podcasts. This team manages The Studio, in Building 16. This is a professional-grade media creation environment, equipped with a green screen and sound isolation booth.
